MCP Services

In the Commonwealth of Massachusetts, waste site cleanup activities are regulated by the Massachusetts Contingency Plan (MCP). The MCP provides the regulations to: identify oils and or hazardous materials (OHM); determine whether a release is subject to the provisions of the MCP; and determine how releases should be investigated and remediated.

CEA has Licensed Site Professionals (LSP's) on staff to oversee MCP activities and provide waste site cleanup opinions. Working together with CEA's staff scientists, engineers and toxicologists, CEA's LSP's provide all services that fall under the context of the MCP, including:


  • Determining if a release is reportable in accordance with the MCP
  • Imminent Hazard Evaluation
  • Risk Reduction Measures Limited Removal Actions; Release Abatement Measures; Immediate Response Actions
  • Phase I - Initial Site Investigations
  • Site Scoring via the MCP's Numerical Ranking System
  • Tier Classification and Tier I Permit Application
  • Risk Characterizations Method 1, Method 2, Method 3
  • Response Action Outcome (RAO) Statements
  • Assist in developing Activity and Use Limitations
  • Phase II - Comprehensive Site Assessments
  • Phase III - Identification, Evaluation, and Selection of Comprehensive Remedial Action Alternatives
