Case Study - Brownfield Site

The subject property was utilized as a slaughterhouse and icehouse from the mid-1800's to 1931 and is situated in a mixed commercial and residential area. An Eight 10,000-gallon (previously presumed 8,000-gasoline capacity) fuel oil AST's, a 1,762-gallon gasoline UST with dispensing pump, and a 20,000-gallon underground oil/water separator were installed on the property during this period.

In accordance with 310 CMR 40.0427 of the Massachusetts Contingency Plan (MCP) this Immediate Response Action Completion (IRAC) documents, activities completed to mitigate unsafe and uncontrolled site conditions related to numerous corroded drums, abandoned above ground storage tanks (ASTs), and underground storage tanks (USTs) previously located at the site. Other OHM reportedly stored on the property, included alcohol.

Back in 1990's the Massachusetts Department of Environmental Protection (MA DEP) was notified of evidence of fuel oil contamination in soil during test borings conducted on the property. Follow-up inspections by the MA DEP, indicated that there were more than one-hundred 55-gallon drums of lubricating oil, some leaking and some considered to be waste oil. In addition a numerous AST's were reported to be on the property, and potentially UST 's. The MA DEP issued a Notice of Responsibility and Request for a Short Term Measure to the Owner and released a tracking number on the property. The site was in "default" of a Tier 1B disposal site. The site is currently listed as Tier 1B Default in the MA DEP's database.

The Ownership of the property has recently been transferred to a realty trust for redevelopment and has been recently completed, which includes the removal of most of the on-site buildings prior to conversion of the property to a golf driving range. 

Activities conducted under the MA DEP-approved IRA Plan, included removal and disposal of underground and aboveground storage tanks and associated piping. Removal and management of oily liquids, removal and management of petroleum impacted soil and groundwater, soil sampling, removal and disposal of corroded 55-gallon waste oil drums, removal and disposal of road flares, oil cans, dry gas cans and oil sludge from the former building floor.

All activities associated with the MA DEP-approved IRA have been completed. The IRA activities were conducted under the supervision of a Licensed Site Professional, in accordance with MCP 310 CMR 40.0000 and DEP approvals.
