Case Study - Underground Tank RemovalA total of three 3,000-gallon, one 1,000-gallon and one 550-gallon underground storage tanks (USTs) were removed by a petroleum corporation from the property. During the removal of the USTs gasoline odors were noted, and the Massachusetts Department of Environmental Protection (MA DEP) was notified of a gasoline release on the site on July 29th, 1988. Approximately 200 cubic yards of gasoline impacted soil were excavated from the former UST area and stockpiled on the site and removed for off-site disposal. As a result of this reported release, the property was listed by the MA DEP as a Location To Be Investigated (LTBI), and was issued a site number. An environmental company performed an American Society of Testing Materials (ASTM) Phase II Environmental Site Assessment on the site. During the Phase II assessment activities, the environmental personnel noted non-aqueous phase liquid (NAPL) with less than one-half inch of thickness in wells located on the property near the boundary of the property. In accordance with to 310 CMR 400312, the MA DEP was notified of the presence of NAPL discovered in a monitoring well measuring a thickness greater than one-half inch on August 19th, 1998. In response to the reportable condition, the MA DEP granted verbal approval to conduct Immediate Response Action (IRA) assessment activities and assigned a Release Tracking Number to the release. An IRA Completion Statement was submitted to the MA DEP by CEA. The site property consists of approximately 1.3 acres located at an intersection of a turnpike and a street. The site was redeveloped. The two buildings formerly located on the site, auto shop and bank/restaurant (to the west) have been razed. The site is now occupied by a store which includes the site building and a paved parking lot. Site conditions are considered stable. Surrounding receptors include a lake located approximately 3,000 feet to the west and a pond located approximately 2,000 feet south of the site. A total of 830.25 tons (approximately 553.50 cubic yards) of petroleum impacted soil were excavated, transported under the MA DEP BOL process to a soil recycling facility, for asphalt batching in Maine. The original BOL was submitted to the MA DEP under separate cover. Soil management was performed in accordance with 310 CMR 40.0030. Dewatering activities were not conducted as part of this RAM. The RAM conducted at the site is complete and has been performed in accordance with the rules and regulations stipulated within 310 CMR 40.0000. Site conditions are considered stable and the removal of remedial waste associated with this RAM is complete. The site has been redeveloped as a retail store. All RAM activities were conducted under the supervision of a Licensed Site Professional in accordance with the MCP Section 40.0440 and the RAM Plan. The objectives of the RAM have been met. |
